He began his apprenticeship with Local 597 of the Plumbers and Pipefitters Union in 1937 and was an active member of the Union for more than 75 years. He enlisted in the Army prior to the outbreak of WWII and served in the Aleutian Campaign. There he rose to the rank of Major, serving as a Battery Commander in the Coastal Artillery. After the war, he returned to complete his apprenticeship. He completed his many years of service as a Field Representative for the UA/NCA Training Trust Fund. In 1986, he was awarded the prestigious Francis X. McCartin Leadership Award for his many years of dedicated service to the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry in the United States and Canada (UA). This Award recognizes Labor leaders who have provided dedicated leadership and given their utmost to promote the UA while avoiding personal praise and honors. In 2005, he was given The Martin P. Dear Phillips Family,
Sorry to hear about Joe's passing. I have many fond memories growing up and living next door to him as an adult. We were just talking about him the other day, as I still live next door to your old house. He was always such a great neighbor and my children loved him. He was even helpful one Easter when I was having my third child, watching the girls until my sister came home to take over. This block always had wonderful neighbors while I was growing up. It seems that we have lost a few great ones this year alone with the passing of two other long time neighbors this year. He will be so missed also.
Love,
Teresa (Kerwin) Fleischman

To the Philipps Family,
My dear Joe was such a huge part of my childhood. It was so weird but I was able to call your parents by their first names, not sure why that was but I loved Joe & Delsie a ton. Your parents were so close to mine. I remember your Dad giving my Mom a change purse of your Mom's after she passed, I believe I still have that little red purse & I cherish it because of the history. "My Joe" who I hung on like a jungle gym was the best! We will be going on a fishing trip very soon, something that your Dad loved so much.. he shared some gear with my husband way back, knowing that Rich loved the game as much as he did... and every year we take the gear out I think of him. A great life for a great man, I am truly sorry for your loss.
