My deepest sympathy for your loss.Just learned of Joes passing.We worked in the 90's on his block to repair the street .He showed us kindness and set up a table with water and other refreshments

I always enjoyed seeing & talking to Joe in my years in 011. He seemed to always have a smile on his face was really a nice guy to be around. He was 100% police, and would do anything to help out a fellow officer in need. May God watch over you in Heaven Rest in peace Joe.

My deepest sympathy for the Mescall family: Joe & I worked together for
25 yrs in the 011th District - including the old Fillmore. I can't tell you how
hurt I was in his passing. All the years on-the-street hold many stories for
us. I was working the day he was injured- we didn't think he was going to make it - but, ole Joe made it- thank God! After he recovered, he was back
to his Irish humorous way. We had many good and some bad times [ mostly good times ] together. I will really miss him and I can't imagine the grieving of the family. God bless Joe and he will be in my prayers.

My dearest Uncle Joe, my heart is broken as I write these words and try as I might,there are no words in any language that could convey what you mean to me.
I remember so vividly the first time I saw you when you came to visit us in Ireland when I was a young boy. You were the source of so much pride to all of your family with your effortless style,warmth,generosity and genuine goodness. You turned heads wherever you went but your modesty shone through all the adulation. The days we all spent together during your visit are some of the best memories of my life.
Later I visited you in Chicago and your generosity was limitless. When I remarked that I liked your Claddagh ring,you quietly slipped out of the house,came back an hour later and said,"here ya go Kid"and you handed me a box containing a Claddagh ring exactly like yours. I treasure it. I thank you for all you did for so many. You gave your all to those you loved and never wanted anything in return except to see the people you cared for possess a smile of happiness. Your whole life was one of giving; to your family,your neighbors,fellow Police Officers,your community and even strangers who were down on their luck. Go and sit with the angels Uncle Joe,our loss is their gain.
I love you beyond measure.I carry you in my heart.

Life can sometimes be so messy and unfair. Joe had exceptional re-bar in his soul and it served him and his family (and the CPD) very well as he moved thru life, and even after his accidental injury and decline. It was always good to bump into him on the street...the conversation was always stimulating. May he know God's peace now, far beyond the messiness and unfairness of this life. Prayers for you as you mourn his absence here.
