Christopher Barr, Ph.D., of Rohnert Park, CA, would like to thank his family, friends, and colleagues for all their support following the death of his wife, Tara Quinn Barr, 38, on May 9, 2023, of a hemorrhagic stroke.

In addition to her husband, Tara is survived by her mother, Carol Quinn, of Folsom, CA, her brother, Evan Quinn, wife Chloe and niece, Fiona, stationed with the U.S. Army in Fort Riley, KS, and her grandmother, Camille Quinn, of Perrysburg, Ohio. Other local surviving relatives include her uncles, Douglas Carnahan of Petaluma, CA and David Carnahan of Concord, CA, and her cousin Becky Carnahan Gondola of Novato, CA. Tara was predeceased by her father Gerard Quinn Jr., grandfather Gerard Quinn Sr., and maternal grandparents, James and Elizabeth Carnahan.

A native Californian who grew up in Folsom, Tara graduated from the University of California at Davis in 2006 with a B.S. in Human Development and a B.A. in Communications. Tara devoted more than ten years to a varied and successful career. She was drawn to institutions which supported children, as well as medical and psychological aid to those in need. Tara had extensive work experience specializing in executive administrative support; meeting and event planning; database management; process evaluation and improvement; patient, donor, and customer relations; and nonprofit fundraising administration.

During her career, Tara worked for Sonoma State University's Counseling and Psychological Services Clinic, which supports student mental health; Santa Rosa Community Health, a network of 11 community health clinics; the Edgewood Center for Children and Families in San Carlos, CA, a community provider of behavioral health treatment and preventive services for children and families; and the Lucile Packard Foundation for Children's Health in Palo Alto, CA, a nonprofit organization cultivating philanthropic support for Lucile Packard Children's Hospital and the pediatric program at Stanford University's School of Medicine.

Among Tara's key career accomplishments was serving as the administrative lead for workflow to secure more than $650,000 in funding for Santa Rosa Community Health (SRCH) through Meaningful Use, the federal Medi-Cal Electronic Health Record (EHR) Incentive Program. She coordinated and streamlined the annual medical provider attestation completion process, and the clinic invested the federal funds in expanding the use of medical technologies and hiring more medical professionals to improve quality and access to patient care.

At SRCH, Tara also strengthened medical management's response to the immediate impact of Sonoma County's Tubbs Fire by supporting the changing needs and processes resulting from severe damage to the largest medical clinic, and its subsequent closure for patient care during the rebuilding process.

Tara was an animal lover, owner of two cats, and volunteer at the Peninsula Humane Society and SPCA. A nature lover, she enjoyed exploring and hiking from an early age with her family, and then with her husband, Chris, in California's many scenic parks and state beaches. She was an accomplished cook, always finding and sharing new dishes with her husband and family, which was an expression of her enduring generosity and loving spirit.

Dearest Chris,
I have just seen this recently published Obit honoring your beautiful, obviously extraordinary wife, and I again send my warmest condolences to you and your whole family. We miss you SO Much in Sonoma County, but I remain glad to know you are home where you grew up, surrounded by loved ones and family there, and held well by your "double Moms" as you once said. I hope you received the Steve Frankel materials I had snail mailed to you by your former job team; would love to know in the future if these turned out to be of use to you. Just know that you and Tara are in the hearts of SO many people, and I send up a tender prayer for Tara, knowing she is safe and free in her next heaven...but missing you very much there.

Tara was always such a kind, mature, stellar and upstanding friend and role model in high school. She was warm and welcoming and fun always. I enjoyed French class with her and many other adventures. I was shocked to hear about Tara's untimely passing. I worked with her at SRCH and knew her as a very talented, kindhearted, hard-working, and thoughtful person. The Tubbs fire in 2017 made it an especially challenging time to work at SRCH. We were lucky and grateful have had Tara and her organizational skills to get us through each day.
