Pawtucket – Raymond “Chip” T. Hoyas, Jr., 61, of Pawtucket and Ft. Myers, Florida, passed away on Tuesday, June 30, 2020. He was a son of the late Raymond T., Sr. and Helen D. (Nordquist) Hoyas.
Chip attended St. Raphael Academy and the Community College of Rhode Island. He served for over two decades as the first elected Rhode Island Secretary of the Senate until his retirement in 2009, and previously served as an Executive Aide to Lt. Governor Richard Licht and Secretary of State Kathleen Connell. He was elected a Pawtucket City Councilor in 1997 and served until 2005.
Chip was a member of the Jaycees, having served in almost every capacity local and state-wide culminating with his election as a National Vice President of the United States Jaycees and being selected as one of only seven chosen annually as an “Hours of Power” motivational speaker in Tulsa, Oklahoma.
He was a founding member and three-time General Chairman of the Pawtucket Octoberfest Committee, Co-Chair of the Pawtucket St. Patrick’s Parade, named Outstanding Young Man of Pawtucket, chair of the Pawtucket Democratic Party, and served as President of the Rhode Island Association of Democratic City and Town Chairs.
Chip is survived by his sister, Beth Ann Hoyas Lovain and her husband, Tim, of Alexandria, Virginia; nephews and nieces, William, Thomas, and Daniel McGowan, Christopher and Samantha Hoyas, and Isabella, Kathleen, and Ava Lovain; Sisters of his Heart, Genevieve Foley of Pawtucket, Rhode Island and Kathleen Foley O’Brien of Norwich, Connecticut and her children, James O’Brien, Matthew O’Brien and Kara Anastasiou. He also leaves seven godchildren. Chip was the brother of the late Charles “Chuck” T. Hoyas of Loveland, Ohio, Rae Ann McGowan of Cranston, Rhode Island and Kathleen “Kathy” Hoyas of Pawtucket, Rhode Island.
He touched the lives of many with his commitment to his community and kindness to all who sought his advice, knowledge and assistance. He requested his legacy to be simply “Remember me with kindness as that is the way I shall remember you.”
Services will be private. Interment will be in the family lot at Gate of Heaven Cemetery, East Providence. Visitation and flowers are respectfully omitted. Gifts in his memory to the Kathleen Hoyas Memorial Scholarship at St. Raphael Academy would be appreciated. We spent about a week as room mates together at Miriam in 2018. I could not have asked to spend a very trying time in my life with a kinder, nicer man. We watched the Sox and Big Brother together. Very sorry to hear about Chips passing. He made a mark on my life during those few stressful days.

You were more than a co-worker to so many of us in the State House. You are a good friend and to many of us, you were always part of a team and willing to help anyone. You have a gifted spirit and you always made us laugh. You were are a person of such great potential always. You are too young to leave this earth. May God bless you.

Chip,
Thank you for being an important part of my life. In 1989, I attended the Hugh OBrien Youth (HOBY) seminar, a seminar that was made possible and successful by your efforts. It was an extremely memorable time and one that had a profound influence on my life. It was an honor to know you and to work with you in various community activities thereafter. You were an integral part of my "Rhode Island" memories.... good memories, indeed.
